Frank Grillo played the character of Brock Rumlow (Crossbones) in Captain America: The Winter Soldier and Captain America: Civil War. He died in Captain America: Civil War following a suicide attack. In the interview with Comicbook, Frank Grillo revealed that he still has a contract of five movies for Marvel, so the possibility of him returning is very high.
He then jokes about the idea of him being the next Captain America after Anthony Mackie, more like a middle-aged, Italian Captain America. However, his return will not be a full return as according to speculations, there could be a prequel standalone movie for his character Crossbones or any type of flashback.
